张大卫，中国国际经济交流中心副理事长、秘书长，经济学博士，博士生导师。曾任河南省发展和改革委员会主任、河南省人民政府副省长、河南省人大常委会副主任等职。
长期从事区域经济和产业经济的发展与研究工作，发表经济社会发展领域研究论文多篇。参与指导编制河南省“十二五”规划，主持编制河南省“十五”、“十一五”规划、中原城市群规划、郑州航空港经济综合实验区发展规划等。著有《打造中国经济升级版》《航空经济概论》《国际著名智库机制比较研究》《E国际贸易——下一代贸易方式的理论内涵与基础框架研究》等。
全国人民代表大会第十届、十一届、十二届代表。
Mr. Zhang Dawei, Vice Chairman and Secretary-General of China Center For International Economic Exchanges (CCIEE). He is a Ph.D. in economics and a Ph.D. supervisor. He used to serve as Chairman of the Development and Reform Commission, Vice Governor of the People’s Government of Henan Province and Deputy Director of the Standing Committee of Henan Provincial People's Congress.
Mr. Zhang has long engaged in the development and research of regional and industrial economy and published many research papers on economic and social development. He presided over the preparation of the 10th and 11th five-year plans and guided the preparation of the 12th five-year plan of Henan Province. He also led the preparation of the Central China Urban Agglomeration Plan and the Development Plan of Zhengzhou Comprehensive Experimental Zone for Airport-based Economy. He is the author of such books as The Upgrading of China's Economic Development Model, Introduction to Aviation Economy and A Comparative Study on Mechanisms of Internationally Recognized Think Tanks, etc.
He used to be representative of the 10th, 11th and 12th National People’s Gongress.
