AMID COVID-19 PANDEMIC

近5个月，数十个夜晚，60通越洋电话……疫情发生以来，国家主席习近平就新冠肺炎疫情防疫工作与各国领导和国际组织负责人密集进行“电话外交”，毫无保留同各国分享经验，尽己所能向国际社会提供物资和技术支持。2020年7月14日，习近平主席与新加坡总理李显龙通电话，双方表示，加强抗疫合作，用好用足“快捷通道”、建设好“陆海新通道”，为两国复工复产提速，助力两国经济发展。
中新互联互通项目突破了地理位置的约束，开创了新的合作方式，“陆海新通道”更是成为抗疫中运送食品和医疗用品等物资的一条“生命保障线”。

Nearly five months, dozens of nights, sixty overseas calls…ever since the start of COVID-19，Chinese President Xi Jinping has been making frequent “diplomatic telephone calls” with heads of governments and international organizations, sharing China’s experience with the rest of the world without reservation, doing his best to assist the international community materially and technically. On July 14, 2020, President Xi had a phone conversation with Singaporean Prime Minister Lee Hsien Loong. During the call, both sides agreed to strengthen cooperation on combating the pandemic, make full use of the “fast channel,” build the “New Land-Sea Corridor,” so as to expedite the return to work and production as well as bolster economic development for both countries.
CCI defies geographical constraints and ushers in an innovative cooperation mode. The “New Land-Sea Corridor” in particular stands out as a “life-support route” to deliver food aid, medical supplies and other materials for combating COVID-19.

Singapore comes to China’s aid through the New Land-Sea Corridor

自新冠肺炎疫情发生以来，防疫物资需求增加。多家新加坡企业通过陆海新通道不断向中国输送抗疫物资，为重庆市抗疫工作起到了重要支援作用。
The eruption of COVID-19 saw an ever-growing demand of anti-epidemic supplies. Many Singaporean enterprises ceaselessly delivered preventive supplies to China through the “New Land-Sea Corridor,” contributing greatly in aiding Chongqing City’s combat against the epidemic.

  • ●辉联埔程公司、新加坡天成海事电器设备公司、新加坡丰隆集团，组织协调从新加坡、马来西亚、印尼等地采购口罩、防护服等防疫物资，并帮助数家本地企业开辟绿色通道，完成医疗物资的高效率进口、清关和配送，支援重庆抗疫一线。

    Vibrant Pucheng, TianCheng Electrical Marine Equipment Pte Ltd, and Hong Leong Group coordinated the purchase of such anti-epidemic supplies as facial masks and protective clothing from Singapore, Malaysia, Indonesia, and more; helped multiple local enterprises open up green channels; and completed the import, clearance and delivery of media supplies in a highly efficient manner to support the Chongqing frontline in preventing and controlling COVID-19.

  • ●新加坡凯德集团及时成立“为明天•为健康”公益基金，支持新冠肺炎防治工作及后续医疗健康公益事业，该基金定向通过重庆慈善总会捐款100万元，支援重庆三峡医院购买医疗防护物资。

    Singapore CapitaLand set up a healthcare fund in a timely fashion to support the prevention and control of COVID-19 and subsequent healthcare cause for the common good. The fund donated one million RMB via Chongqing Charity Federation to aid in Chongqing Three Gorges Central Hospital’s purchase of medical supplies.

  • ●莱佛士医院派出多名新方医务人员支援重庆，并将检验费、放射科费用和治疗费减少40%。

    Raffles Hospital sent many Singaporean medical staff to help with Chongqing’s relief efforts, and reduced the fees of examination, radiology and treatment by 40%.

  • ●面对疫情挑战，新加坡胜安航空依然保留了渝新航线每周1班值飞，为运送医疗物资提供了有力保障。

    In spite of the challenges posed by COVID-19, Singapore SilkAir maintained a weekly Chongqing-Singapore flight, which provided a strong guarantee for the transportation of medical supplies.

China gives back to Singapore’s support in the spirit of reciprocity

  • ●当了解到新加坡当务之急要稳定食品供给时，2020年4月，重庆市忠县县委、县政府精心挑选了一批农特产品物资，经陆海新通道赠送给新加坡部分医院、老人院等机构，回报新加坡对忠县抗击疫情的鼎力支持。

    After learning about Singapore’s urgent need to stabilize food supply, Chongqing Zhongxian county government delivered a batch of carefully selected agricultural products via the “New Land-Sea Corridor” to several of Singapore’s hospitals, elderly homes and other organizations in return for its great support in Zhongxian County’s relief efforts.

  • ●中国建设银行率先推出的“全球撮合家”跨境智能撮合平台，在全球疫情蔓延之时特别推出 “医疗防疫专区”，支持境内外医疗防疫物资供需信息集中发布和撮合对接，吸引重庆市近50户防疫企业上线平台注册，成功撮合本地防疫生产及流通企业向西班牙、马来西亚、智利、科威特等国出口价值逾5亿人民币的防疫物资。

    Amid the spread of coronavirus worldwide, China Construction Bank (CCB) launched a special section of “Medical Sourcing” on “CCB Match Plus,” the bank’s pioneering cross-border smart matchmaking platform. This aims to centrally publish information about medical product supply and demand, matching purchasers with providers at home and abroad. The platform attracted around 50 medical supply companies from Chongqing for registration, and successfully matched local preventive supplies providers and logistics companies with countries like Spain, Malaysia, Chile, and Kuwait for the export of anti-pandemic products worth over 500 million RMB.

China and Singapore extend assistance to each other by playing to the strengths of both sides

  • ●华侨银行、星展银行等金融机构加快审批效率，为重庆防疫药品指定企业及其甘肃、湖北等地子公司提供1亿人民币存量贷款续贷及授信支持，保障疫情期间正常资金流转。

    OCBC Bank, DBS Bank and other financial institutions expedited the approval processes to provide Chongqing’s designated anti-epidemic medical suppliers and their subsidiaries in Gansu Province, Hubei Province, etc., with support for renewal and credit of the 100 million RMB existing loan, guaranteeing these companies’ normal cashflow during the pandemic.

  • ●中国工商银行新加坡分行作为新加坡唯一人民币清算行，发挥工行全球现金管理平台优势，助力企业搭建财资管理体系，提高全球资金使用效率，与广大企业共克时艰。

    As the sole RMB clearing bank in Singapore, ICBC Singapore Branch takes advantage of ICBC’s strength as a global cash management platform to assist companies in building financial management systems and improving the efficiency of international capital usage, so as to weather the crisis through joint efforts with enterprises.

  • ●新加坡星展银行在中新互联互通项目框架下，与重庆南部新区产业集团成功签约，为重庆南部新区产业集团提供7620万美元授信支持，用于支持南部新城产业集团国际生物城园区建设发展，支持企业抗击疫情。

    Under the CCI framework, DBS China signed a deal with Chongqing South New Area Industrial Group, in which the former provided the latter with 76.2 million USD credit support for the Group to develop the International Bio-town and fight against COVID-19.

习近平总书记在党的十九大报告中明确提出构建“坚持和平发展道路，推动构建人类命运共同体”， 新冠肺炎疫情作为国际关注的突发公共卫生事件，再次让全世界强烈感到，应对各种全球性挑战，人类作为一个整体，唯有团结协作才能共同开创和拥有一个美好的未来。

President Xi Jinping clearly stated at the 19th National Congress of the CPC that China will “adhere to the path of peaceful development and promote the building of a community with a shared future for mankind.” As a public health emergency of international concern, the novel coronavirus outbreak has once again made the world keenly aware that it is imperative for human beings as a whole to tackle various global challenges together, and that only through unity and cooperation can humanity create and own a bright future. Since the eruption of the pandemic, the governments and people of China and Singapore have been extending assistance to each other. CCI has played an irreplaceable part in mutual supports between the two countries and manifested the great significance of a smooth “corridor” in boosting both sides’ successful pandemic combat and economic development. As China and Singapore continue to deepen their all-round partnership, CCI is bound to yield more fruits of practical cooperation in multiple fields, embrace better development prospects, and play an exemplary role in regional and international community.
